Turnkey simply means that the project will be completed and able to be in opperation when the owner takes the keys / takes over the project.
The warranty s that the project will be at operation stage at a given time when it was agreed to and completed and in operation.
If I built a engine for a car and built it to the turnkey stage, when you buy it you just have to turn the key and it will start and run, It will have all the oils, coolants, fuel and you will not have to do anything but turn the key to start it when you get it. I would warrant that this is how you will get it. They just use the same terminology for projects.

They also use the term when you buy a business, "Turnkey Business for sale"
Simply means you buy the business on a "walk in, walk out" deal, and the business is fully stocked and a going concern.

A turnkey or a turnkey project is a project in which separate entities are responsible for setting up a plant or equipment (e.g. trains/infrastructure) and for putting it into operation.
