In the context of أسعار المواد الغذائية a "basket" represents the cost of buying one standard basket-full of essential foods (milk, bread). If your text says the cost of the "basket" is going up, it means "the cost of basic foods is going up".

Ehab if you check the link I sent you find a picture of the basket, which is a modern version of the Lebanese (and I think Tunisian) traditional قفة. In Lebanon, people used to carry their precious items in a bag made of cloth and tied in a special way.

Aha, so it turns out Ehab was right. It is the same old "offa" afterall :) I guess I will render it here as "shopping cart", since the person is being asked a question about what her present rates of shopping are, given the soaring prices. Thanks, guys, you've been a great help :)

its meant by the term that the citizens are overburdened by a sack they carry over thier backs, the sack is filled with daily life hardships they it could be , the whole sentence be put like this , the citizens were asked about a sack they carry over their backs filled daily life suffering

ميرسي يا إيهاب ولو إني معتقدش إن الموضوع له علاقة بالقفة أم ودنين اللي بيشيلوها اتنين :) الحقيقة السياق بتاعي عن معاناة الشعب الجزائري من ارتفاع أسعار المواد الغذائية. مع الشكر.
