agree Paul Merriam : In answer to Kristagita's question, the court "imparte su aprobación" (lets us know that it approves) and "dispone de conformidad" (makes a ruling to that effect).

"impartir" goes beyond merely stating, it involves communicating, or making known to somebody [in this case it could be a defendant, petitioner] since the source text indicates "le" imparte.
