Recommendation(s) and Conclusion
Conclusion of course also implies the closure of the meeting, but sounds more positive (conclusive!) than merely "close". It is also a natural follow-on from Recommendations.
Somehow, Recommendations sounds more "final" - like the result of the debate, whereas Proposal is more what it is proposed to discuss/work on.
I.e., the natural order might be : Introduction + Proposal -> Discussion/Workshop -> Summary of Recommendations (= result of discussion)-> Conclusion
But of course, this isn't always the case...!
