Reading it first off, I saw a map of the city with a big pointed pencil above it marking it with dots and thought to myself, that's what it means, but how can I put it in English. "isolated instances" seems pretty good, but why not...

I also thought of 'exactly' but then there is that 'pur' which stirred me towards 'isolated or circumscribed instances'

I agree - in isolated instances - punctuality has nothing to do with it in this case.

Nel tuo caso significa semplicemente, credo, in casi isolati. Dipende anche dal tono generale e dal livello tecnico di ciò che stai traducendo. Per me la tua resa va bene, ma forse questi suggerimenti potranno esserti di spunto.
