XYZ plans a substantial amount of additional drilling on the project and the planned drill holes have been designed and staked on the ground.
An Environmental Assessment (EA) of the project will be conducted by the USFS.
XYZ's technical team has submitted a Plan of Operations for the planned drilling to the USFS.
A USFS team will examine the proposal on the ground, and a ***public scoping letter*** will then be issued.
This will be followed by a draft EA for public comment.

To support preparation of the EA, the USFS solicited input from the public to help identify concerns and issues that should be addressed in the EA. As part of this scoping process, the USFS held site tours and public meetings at the facility to provide members of the public with information on the facility and the proposed action and to solicit comments on issues related to the EA. More than 90 people participated in the scoping process through attendance at the public meetings or by providing written comments.

öffentlicher Konsultationsprozess
Wenn die Öffentlichkeit zu großen "öffentlichen" Projekten befragt wird, nennt man das, glaube ich, "Konsultationsprozess". Ein "public scoping letter" wäre dann eine entsprechende Ankündigung/Einladung.

A little awkward, but - the scoping letter would be the announcement of the scoping process, most likely in the form of a public notice/legal notice. The response can be through written comments or verbally at public meetings (see description of the process in previous answers).
