From the context of French Google pages, the meaning is along the lines of "covering paintwork" but I have not found a direct equivalent in English. Can anyone help? Thanks!

As primer acts as an undercoat, I would imagine they mean something like "apply paint undercoat" or "application of primer". I would also suggest "paint finish" as a general term which could cover everything.
Paint Finishes
All partitions will be painted with one prime coat and one finish coat in colors selected by the tenant from the landlord's standard color chart. Paint will be Benjamin Moore or equal. All paint shall be latex flat. Twenty percent (20%) of the partitioning may be painted in an accent color on walls from corner to corner. No striping will be provided.

: Friends of mine just moved into a new-build flat. All the walls were painted white but they had to repaint over as this was just a base coat to make the walls look better than plain plaster.

clean paint
A "col de propreté" is a coverseamed neck so like you I was expecting the paint to be covered. But the following is what I found. Since a coverseamed neck is clean finished, that would explain the concept.

Usually a thinned adhesive applied to walls to reduce subsquent absorption of wallpaper glue, but is also said of products applied prior to paint.
For me, the trouble with "primer", "base coat", etc. is that they imply compatibility with the paint system to be applied, and at your stage in the project I presume no one knows what paint system will be used.
size - A liquid SEALER, USUALLY transparent, with which wood or plaster is coated so that adhesive, paint, or varnish applied over it will not be too much absorbed. GLue size is made from adhesive diluted with water. Varnish size and gold size contain mainly varnish with extra thinner.

I can visualize new building interiors with a very thin coat of white paint - practically transparent - "smeared" over walls and ceilings, but can't think what it might be called.
"Prepainted" was another idea, but has so many possible meanings ...
