Olha.... gosto mais do termo agência. Bureau também funciona, mas fica um anglicanismo muito grande. Balcão definitivamente não. Mas penso que a melhor opção no caso é Agência de Serviços. Se você for pensar que o FBI é Federal Bureau of Investigation... uma tradução rápida do termo seria Agência Federal de Investigação, cero?
