Swedish to English Social Sciences Social Science, Sociology, Ethics, etc.

'Aktualisera' seeems to be used by Swedish officialdom with a meaning other than 'make topical', 'bring to people's attention'. Here (on the preamble to an adoption report) it seems to mean 'set in progress'. Am I right? What's a good way to translate it?
