Perhaps? That's what they normally say about paint - touch-dry within 4 hours, but wait for 16 before applying another coat, etc.

: given the description in the ref doc, some variant on 'thumb test' is plausible. BTW, the document reads like a translation and has a stunning blooper: '...the thumb tip is tumed several times (approx. 90 - 1200) ' -- presumably should be 90-120 degrees
