Thank you Andy but I thought the projects had started but not finished. You seem to think they are still at the designing/planning stage.Let's see what the others say because the would could refer to the result of the finalized project.

Justamente, por analogía con una maquinaria, en inglés, decimos que algo está "IN the works" para enfatizar que todavía está "dentro" (originalmente de la máquina).
