diversion tunnel/channel
Excavated (built) to re-direct the waters (river) between two basins, to allow construction of the dam. Once the dam is built (the embankment), the channel is shut or cancelled to flood the upper basin. The used name depends on the country and type of dam.

1. tr. Pasar un líquido de un recipiente a otro.
So what do you think?

: This is indeed the right word, viz the Ebro (hot potato!): "The Ebro river transfer project" at ecoman.dcea.fct.unl.pt/projects/advisor/publications/SevilleADVISOR3.pdf - you can also talk about diverting the river, hence diversion.
