Is the sentence grammatical? What is this "Need to in order to"?

Look at this dialogue:
A: Do we really need to sell our car ?
B: Yes, unfortunately we NEED TO (sell our car) in order to send Mary to school !

Another example:
I shouldn't ask for a bank loan but I guess I need to in order to buy that property!

We need to (work harder / move to that neighborhood / save more money... etc., depending on what was mentioned before) 'in order to' send our children to school ('so that' we can send our children to school).

It's perfectly grammatical: the "need to" refers to whatever was mentioned in the previous sentence (have a car? use public transport? earn lots of money?)

agree Peter Shortall : I think this is a case of ellipsis - there is an implied verb/verb phrase after "need to" which is not actually stated, probably because it has already been stated in the preceding bit of text (which sadly we can't see...)
