The context is the technical specifications of a motorcycle.

The first item is
Potencia: 150 CV
which I translate as
Maximum power: 150 HP

The second item is:
Régimen de potencia: 10.000 rpm

Any help with this one please.

It's usual - at least, for cars - to see this specified as "XXX hp at XXXX rpm", can you combine the two items in this way? BTW, 1 hp is not exactly 1 CV: 1 CV = 736 Watts, 1 hp = 746 Watts.

Engine RPM

You will find it specified as such, not engine speed. How do you assess the speed of an engine?..just does not compute..

Maximum RPM would actually be better. Alex is right on that when he says XXX HP at XXX RPM. But this really refers to maximun revs the engine can withhold.
