Am having trouble with the wording of this phrase. I understand it to mean 'approval' - so far have come up with 'issued and approved by the...' but not entirely sure how accurate this is? other suggestions much appreciated..thanks

Thanks Ormiston so does that mean that 'emitido' means 'given' in this context as opposed to issued?

That is, the "report" [informe] contains a "favourable ruling".

This seems to be a more idiomatic rendering than the other options offered thus far.

I agree that it means approved but perhaps they want to imply less than a green light

[don't know how to answer below your comment] I think it merely means the report was given the OK. It is the 'informe' that is issued
