Does this just mean making fires? Or is there a more specific technical meaning?

This is a tricky one since I'm fairly sure there is no standing term for this and anything to do with ex-schutz regulations has large potential liability issues.
What they mean is quite clear in that we are talking about permanently installed devices for producing heat from fuels, that is by chemical means.
Unfortunately this means heat producing devices, which I have ssen in several online directories is too vague since it would also include electrical devices.
Devices doesn't do it either since they need not be permanently installed.

"Maintaining combustion facilities" is also worth considering since I think just having a stove there even if it wasn't being used would be a contravention.

I can't think of any specific "Feuerstätten" that this regulation could refer to.

: What shoud be wrong with fireplaces? muss nicht nur offener Kamin sein, was gibt es sonst für "Feuerstätten" /Lagerfeuer wird nicht gemeint sein, evtl Verbrennungsöfen in Industrie, dann combustion, evtl kann man beides verbinden

Das Problem ist wahrscheinlich wirklich, dass 'fireplace' enger auf die Bedeutung 'Kamin' beschränkt ist als 'Feuerstätte'.
