Actually, it sounds like an operating procedure, (also used as 'Operating Procedure' in German :-) ) but unless it's a typo, that wouldn't fit. Ricki's idea might be safest, and then you could just keep the abbrev. as is (see OB 15/2006)

Looks like a reference to a periodical (internal) document of the customer's. Do they have any employee communications that fits this description and abbreviates to OB? :-)
