RCM is basically a methodology to balance the resources being used with the required inherent reliability based on the following precepts:
• a failure is an unsatisfactory condition and maintenance attempts to prevent such conditions from arising;
• the consequences of failure determine the priority of the maintenance effort;
• equipment redundancy should be eliminated, where appropriate;
• condition-based or predictive maintenance tactics are favored over traditional time-based methods; and
• run-to-failure is acceptable, where warranted.

Здесь речь идет о выборе оптимальной тактики технического обслуживания оборудования: обслуживать заранее, по графику, или только при наступлении каких-то условий.
Смысл подхода run-to-failure здесь не в том, чтобы "загнать до смерти" оборудование, а в том, чтобы его не обслуживать, пока оно работает, а чинить, только если оно сломается. В ряде случаев такой подход может быть выгоднее. Именно так мы обычно эксплуатируем свой телевизор и прочую бытовую технику.
