I have found that term in english several times translating motor projects and in haute cuisine too.

For test instruments this is normally the term used, and I don't see why it cannot fit your application, too.
"Reduction of power during preheating." is my call.
Or, you can choose to add "phase" or "step" or other suitable word if you want.
