The initials 'MI' when placed before the name of a town hall seem to have an honorific meaning in Spain - which I don't know ! Has anyone come across this please ? Thanks in advance

Creo que MI = Muy Ilustre, pero en inglés se puede poner "Honorable"

As a sworn translator in Spain for over 20 years, I see this practically every day, so I'm positive this is the meaning.
