In my opinion calling it операционный резерв is 100% right accounting-wise. It's your call whether your target audience will be comfortable with this term.
However, you give the definition in the very sentence - "to supply the budget..." etc.
One other point - I would not call it "savings" in the original - better refer to it as "amount of money" or "allocation of funds".
Just my several copecks.
