These people are not necessarily experts or specialists. From the context it seems they are more like administrative staff who are in charge of the forms and reports etc.

Refers to a personnel who specially in-charge of a certain work.

To me, it has no direct translation for 专管员.

And 专 refers to specialise.

管员 refers to admin staff or admin personnel.

You can translate to Administrator or admin staff.
