I know someone who studied environmental project management - don't know who offers courses like this, but if you could find a place, maybe this would be more suitable for your purposes? I know my grad school offered a degree in environmental policy studies - maybe something like that?

I don't have direct experience, but have myself been considering OU courses. You can go for varying levels of certification from individual modules to full degree and postgrad certificates.
