No, apparently it's standard Indian English.

According to this article, "revert in the sense of 'reply' is one of eight contributions from Indian English included in the latest batch of OALD [Oxford Advanced Learner's Dictionary] additions," and it is also used in Singapore, Malaysia and Hong Kong, as well as in Bahamian English to mean "I will get back to you." http://www.nytimes.com/2010/06/06/magazine/06FOB-onlanguage-t.html?_r=0
