Source text - French C.1. PRÉPARATION DE L'ÉVALUATION
L’évaluation est réalisée par un évaluateur qualifié par AFNOR Certification, choisi en fonction de son expérience du secteur d’activité et formé spécifiquement à l’évaluation d’Écoles de la 2e Chance.
L’évaluateur procède à l’étude des documents transmis par l’École de la 2e Chance candidate pour vérifier que le contenu des éléments en sa possession est en concordance avec la "Charte des Principes" fondamentaux et le "Cahier des Charges pour labelliser une E2C". Il peut demander à AFNOR Certification ou directement à l’E2C candidate des informations et/ou documents complémentaires.
Pour la préparation et la réalisation de l’évaluation, l’évaluateur s’appuie sur la définition des différents cas de gouvernance des E2C (situations monosite, multisites, de coordination de plusieurs E2C et d'E2C démultipliées par antennes) et les indications formulées par AFNOR Certification. Le mode de gouvernance d’une E2C impacte l’organisation et les séquences de l’évaluation, notamment en cas de multisites.
Plan d’évaluation
L’évaluateur doit :
établir le plan d’évaluation prévisionnel après consultation du guide d’évaluation et des documents transmis par l’E2C,
susciter les interview des partenaires majeurs de l’E2C :
Collectivités Territoriales, Locales et/ou Consulaires,
partenaires de l’orientation, de la formation, du bilan et de l’insertion,
représentants d’entreprise,
communiquer le plan d’évaluation, le plus tôt possible et, dans tous les cas, 15 jours au moins avant le début de l’évaluation, à AFNOR Certification, à l’E2C concernée et éventuellement aux autres membres évaluateurs/observateurs ; en l’absence de tout commentaire de la part d’AFNOR Certification ou de l’E2C dans les 8 jours, ce plan prévisionnel devient applicable,
prévoir, dans le programme, une réunion quotidienne de synthèse entre l’évaluateur et l’E2C, si la durée est supérieure à un jour.
Ce document permet à l’E2C concernée de prévoir la présence à leur poste des personnes interviewées par l’évaluateur lors de son passage.
L’Ecole complète le programme en indiquant un ou deux personnes à interviewer. Lors de l’évaluation et s’il le juge utile, l’évaluateur peut interviewer des personnes de l’E2C non identifiées sur le plan.

The evaluation is carried out by an AFNOR Certification qualified evaluator. They are selected according to their experience in the area of activity and trained specifically to evaluate Second Chance Schools.
The evaluator will assess whether the contents of the documents submitted by the Second Chance School comply with the “Charter of fundamental Principles” and the “Criteria for the qualification as a Second Chance School”. They may request additional information and/or documents either from AFNOR Certification or directly from the Second Chance School.
The evaluator uses definitions of the different types of Second Chance School governance (single site, multiple sites, single coordination of several Second Chance Schools and individually managed satellite schools ) and the guidelines put together by AFNOR Certification to prepare and carry out his/her evaluation. A Second Chance School’s governance structure impacts its organisation and the evaluation procedure, particularly for multiple sites.
Evaluation plan
The evaluator should:
establish the provisional evaluation plan having consulted the evaluation guidelines and the documents submitted by the Second Chance School,
take steps to arrange interviews with the Second Chance School’s major partners:
regional or local authorities and/or Consulates,
partners in career guidance, training, assessment and insertion.
company representatives
communicate the evaluation plan as early as possible and no later than 15 days before the evaluation to AFNOR Certification, to the Second Chance School in question and if appropriate, to other evaluators/observing members; if no comments or feedback are returned by AFNOR Certification or the Second Chance School within 8 days, the provisional plan is confirmed.
include a daily overview meeting between the evaluator and the Second Chance School in the schedule if the evaluation extends over several days.
This document allows the Second Chance School in question to ensure that people to be interviewed by the evaluator on the planned dates are present and available.
The school completes the schedule by providing the names of one or two people to be interviewed. The evaluator may, if he/she estimates that it is useful, interview people not put forward by the Second Chance School on the schedule during the evaluation.
