While 突厥人 doesn't necessarily mean Turkish, but it is believed by the Chinese that modern Turks are descendants and cultural carriers from such ancient... tribes.... which precludes to Turks holding significant presence and power in many of the piers worldwide.

It's very clear that the character "突" is not needed.
