Por «waste» se hace referencia a un daño (material). Lo puedes traducir por cualquier expresión que vaya en esa línea y que te cuadre. En cambio, «nuisance» suele usarse en tort law para lo que nosotros denominaríamos inmisiones (humos, inundaciones, malos olores, ruidos, etc.; son ese tipo de molestias para los vecinos que suelen estar prohibidas).
