The choice of target word here should not be neutral or socially acceptable. Since السراية الصفراء is a negative term for mental asylum, then so must be the translated term. Loony bin fits the bill, but I think that madhouse is negative without being slang. Note that while the original term may be colloquial Egyptian, it is not necessarily slang.
