returned to within 10% of the baseline value

English Medical Medical: Pharmaceuticals
In the clinical studies, treatment was resumed only when the creatinine level returned to within 10% of the baseline value.

What exactly is meant here by "returned to within 10% of the baseline value"?

My understanding

Before the trial, tests were made and the creatinine level measured. This is the baseline value. Then the trial began and the creatinine level changed (either up or down, you do not say).
As the trial progresses, the creatinine level again approached the original baseline value and only when these levels were within 10% of the original level was treatment restarted.

baseline+10%

Say, creatinine was 1 at baseline ( before therapy). Then it increased to 1.5 ( for instance). When it returned back to 1.1 (=baseline+10%) could therapy be re-initiated.
