Portuguese to English Law/Patents Law (general) Birth Certificate
I usually translate this as "district". But the context here is:

"4o Distrito de 2a cirscunscrição"

thus my confusion as to how to distinguish the two.

disagree Mark Robertson : Circuit refers to courts not local government, or administrative districts. The term has its origin in judges moving from place to place while on circuit. The glossary entry is weak, if not suspect. Circunscrição has a much wider meaning than circuit.

neutral Donna Sandin : I usually use "circuit" in the case of birth certs it does not really MATTER for purposes of the use of the document in another country as long as you have something reasonable and it helps if it looks to the user like the "literal" translation

Stick with district for circunscrição and translate distrito as sector

I still use "circuit" as explained above in my "neutral" and heretical comment but this could be a useful "invention" in this case. In some personal documents you find even more administrative divisions in the same doc. At least "comarca" gets agreement as "judicial district" and "distrito" as "district" but beyond that.....
