Es un texto médico, pero aquí está haciendo uso de un recurso literario. Entiendo que el/los autores proponen no cometer el error de creer que algo "viable/factible/posible" es lo mismo que algo "efectivo".

Just a suggestion...

They're saying that the "potential" feasibility is not the same as the final result, outcome or effect -- which will require the numbers, experience and technology. The project/treatment/proposal [whatever this article is about] is feasible, but much has to be done to bring it to "fruition" (realizarlo). And that it would be a "mistake" to think that the seed/potential and the fruit/realization are the same.
