It is the "harm" that is significant, not the "risk". Otherwise it would be "at significant risk of harm".

Bien sûr je ne mettrai significatif qui est typiquement anglais mais que pensez-vous de les enfants courent un risque de danger (pour moi significant harm est danger et non grand danger car il peut signifier grand mal donc danger)
