German to English Tech/Engineering Telecom(munications)
Can I translate this as C radio network, and then "das paneuropäische Netz D" as "pan-european network D" etc. ?

Das D-Netz wird auch nur in Deutschland so genannt, paneuropäisch ist es allerdings, weil es auf GSM basiert. Ich würde also paneuropean nicht direkt verwenden, sondern das irgendwie verpacken, z.B. "the GSM based network D".

analogue mobile telecommunication system ("C Netz")

The C Netz was the German precursor to current digital mobile telecommunication systems such as GSM and UMTS. It employed analogue signals and suffered from a variety of drawbacks that limited the use and popularity of mobile phones. Most of them were eliminated by the cellular, digital GSM network, which led to the immense current popularity of mobile phones.

IMO 'Funknetz C' is best rendered as indicated in my suggested answer. The designations A-Netz, B-Netz, etc. are a product of the German passion for classification and are rarely used (or understood) outside Germany.
