I would suggest that it means working in pairs, two by two for safety reasons. As far as I can see, it does not suggest that it means one after the other, it means two people working together and at the same time 'a two-man team' or two-person team if you want to be PC.

Another option if you want to spell it out; otherwise 'in pairs' is probably adequate.

This is common practice with any sort of work with a potential hazard (in this case probably a fall hazard). If this involves working on a ladder (see your previous question), most likely one person does the work and the other one provides assistance and can provide help (first aid) and/or request help in case of an accident.
